MC Server rules updated

I updated the rules with a couple things that I felt were missing. I added a bit of a clarification to the first rule and added a new one.

The new rule being: no scripting or macros. It was more of an unwritten rule, but I thought it should be officially stated.

Don't use third party applications that allow you to do things you couldn't otherwise do. Like using a rapid fire script in COD. Not a hack exactly, but it's an advantage that an outside script gave you.
