Is it possible to quick scope and kill someone from long distance?

Let's overestimate wally's guess and say the scope was 25% up each time, and at 25% up, and grossly overestimate that the bullet spread randomizer is 75% accurate at that point...... tiny, in other words.... super accurate. Most shots you make will be DEAD ON!
^explain this as skill, now.... MB if the guy wasn't a tiny little dot on the other end of the map, yea you could reasonably hit every time. Otherwise, sometimes the bullet isn't gonna go where you tell it. Just the way the game works.
Now take into account that wally said that the guy barely scoped at all (5% up..... that's 1/20 of the time it takes for the scope to reach your face) and that he made 3 dead on shots across the map in a row, which only took 3 bullets. Nuthin' about that says skills to me. MB luck. But if he continued to pull that shit consistently, I'd ban him, sorry. Simply can't do that. Yea you can point your gun straight at a dude with a red dot on your screen, but that doesn't make noobs' guns more accurate..... just helps noobs look straight at a guy.

I meant it has to be up for it to be 100 percent accurate. The less your scope is up the less accurate your shot will be. When your scope is not fully up, the percentage of your shot goes down until you are not scoped in at all like TheDude said. Based on what Wally was describing to us it sounds like luck or hacks in my opinion.
