yeah its because they are forbidden in most contrys because of a very controversial gameplay... u can use cats as silensers by stickina gun up their ass u can piss on people and the game is completly unserious... fuck it just check it out:

this is postal 2, now there are some missions to ( for example gettin milk for your wife...) but this guy rather scews around i guess
