Sigs are back

I have just turned on sigs for all (i think) usergroups. You should now be able to upload sigs, .gif sigs, avatars, and profile pictures. This includes registered members as well.

Use the testing thread in the 4-1-1 section to test. If i forgot a usergroup or something i can fix it quickly.
