The father's a judge and the daughter downloaded music from the Internet illegally, that why he beat her.

I didn't watch the explanation of the mother's actions, but I am assuming she is only trying to avoid being beaten, as well. I'm sure he is as rough or rougher with her, if that is the case. It still isn't an excuse. She failed her moral obligations, but it is still an explanation.

Okay, think about this, as TD said, what the mother did was not the moral thing, but the practical one.

If she had attempted to stop him, she also would've been beaten, but probably with fists instead of a belt, and then he would've just gone back to beating the daughter.

Why get two people beaten when an action can stop 1 of those beatings?

But I cannot see this as being the first and only time he's gone completely over board with beating either of his kids, or his wife for that matter. And I know there are arguments to what I'm going to say but its just how I see it. This woman should have reported long ago and had legal action taken. She and her children could have been placed in protective custody.

He is a judge however. Which makes the point iffy. He probably has some major pull with the police force. But still.
