I don't think it's a rule. I think its recommended though.

We've never really had a problem on the server. In the forum, we have a few people that know other languages and they might be able to translate when needed. If it becomes a problem, sure we can make a rule for it but at the moment there's no rule saying English only. It's helpful if it stays English though.
